Monday the Senate Committee on Women, Children, Family Relations, and Gender Equality took significant step citing Alice Guo, the dismissed mayor of Bamban, Tarlac, in contempt for the second time.
This decision highlights the committee’s ongoing concerns on the veracity and credibility of Guo’s remarks during Senate sessions. The behavior fits a more general examination of grave charges against Guo, with contradictions regarding her identity and claimed illegal actions.
The argument over Alice Guo escalated as it became clear her fingerprints matched those of Chinese national Guo Hua Ping. Despite this evidence, Guo has continually refused to reveal her real identity and background, which has prompted the Senate committee to act. Underlining the importance of Guo’s non-cooperation, committee chair Senator Risa Hontiveros Hontiveros stressed that Guo’s continuous denial and evasiveness in spite of overwhelming evidence significantly violate the Senate’s constitutional power and jeopardize the integrity of the parliamentary probe.
“Alice Guo is still lying to this committee despite clear proof that she is a Chinese national named Guo Hua Ping, whose father Jian Zhong Guo is Chinese based on her own declaration in this committee, and whose mother Lin Wen Yi is also Chinese based on her own declarations in bank documents verified by the Anti-Money Laundering Council (AMLC),” Senator Hontiveros said. She stated that Guo’s actions unequivocally reflect a disregard for the legislative process, therefore undermining the efforts of the Senate to uphold the law and protect the public interest”
Following attentively over the facts and Guo’s testimony, Senator Hontiveros decided to formally designate Guo in contempt for “testifying falsely and evasively,” before the committee. Senator Joel Villanueva helped to spread this campaign, therefore stressing the bipartisan worry over Guo’s actions. The contempt citation serves as a formal admonition and reflects the seriousness with which the Senate sees Guo’s activities. It is supposed to handle the disturbance her rejection of honest and open answers during the investigation generates.

Responding to Senator Hontiveros’ questions, Guo said, “Ang alam ko po I was born in Tarlac (What I know is that I was born in Tarlac),” stressing on her stance even with the NBI’s findings and other supporting data: ” honestly, hindi ko po alam kung paano nangyari.” Basta alam ko ako, Alice Guo. At passensya na rin po kung hindi naniniwala. This comes across as, ” To be honest, I have no clue how that happened. Said another way, I am Alice Guo. And I’m sorry should you not find me credible. Her continuous denial and incapacity to fairly handle the evidence increased committee scrutiny even more and bolstered the recommendation to call her in contempt.
Alice Guo left the country in July, and her attendance before the Senate committee represented her first trip back for research. She had earlier attended a Senate hearing on May 22, but her absence and subsequent imprisonment in Indonesia last week added still another level of complexity to the case.
Under many charges including human trafficking, Guo departed the Philippines illegally in July; the Senate issued arrest orders for her and other family members for their consistent absence from the probe on an illegal Philippine Offshore Gaming Operator (POGO) hub in Bamban. Mostly on the POGO hub, which law enforcement agents searched, the Senate’s inquiry has focused.
The raid revealed serious illegal conduct, and Guo’s claimed involvement raises serious questions about corruption and criminal behavior. Her need to hide underline issues about responsibility and the rule of law as well as her link to the illegal acts.
